You can have everything to Ultra settings while only unchecking weapon debris. The implementation of weapon debris in FO4 was a shambles so were godraysand on RTX cards it apparently also manages to crash the application. I think the reason turning everything down takes care of crashing is because weapon debris gets unchecked, along with most other settings. Did you turn off weapon debris in the launcher config?
